Job Summary

Reporting to the Vice President Finance, Technology & Innovation, the Chief Information Officer (CIO) is a key enabler to Southlake’s 2019-2023 strategic plan. The CIO will work in collaboration with internal leaders and external partners to ensure the implementation, adoption and support of digital health solutions that enable safe, efficient and high quality patient care in conjunction with providing the best patient and provider experiences. The ideal candidate will have significant experience as a technical authority, providing vision and strategic leadership through the pursuit of digital health integration, virtual care, information technology and cyber security. The ideal candidate will also have experience leading large, complex projects while considering the technical and the people side of achieving desired business outcomes.

About Shared Health Information Network Exchange (SHINE)
In February 2017, Southlake entered in to a formal collaboration with Markham Stouffville Hospital and Stevenson Memorial Hospital to share a common Health Information System. The first phase of this work was completed on December 1, 2018, with the hospitals now sharing one instance of MEDITECH Expanse. The CIO will collaborate regularly with peers and senior leaders from SHINE hospitals for the development and implementation of shared strategies and the ongoing governance of the collaboration. Upcoming initiatives include physician documentation, computerized provider order entry, a patient portal, and a new Web Ambulatory module.

Duties

• Provides strategic and operational support to the information technology portfolio, comprising Application support & informatics, Technical support, Client services, Telecommunications and Central Communications. The CIO is also a senior leader within the SHINE collaboration.
• Assists with leading and coordinating the development of Southlake’s digital health strategy in support of the hospital’s 2019-2023 strategic plan, and leads the implementation of subsequent technology related initiatives.
• Ensures appropriate governance, processes, tools, and metrics are in place to ensure an effective and efficient technology environment. Ensures a robust and mature cyber security environment to protect information assets and maintain business continuity.
• Demonstrates a commitment to a culture of innovation with an ability to envision new concepts and to lead staff and physicians through change. The CIO will work closely with CreateITNow, Southlake’s innovation centre tailor made for healthcare focused innovators.
• Has a high degree of commitment to service excellence and develops appropriate tools and metrics to monitor service standards and make improvements when necessary.
• Manages the IT operating and capital budget and ensures that investments are made in a fiscally responsible manner.
• Represents the hospital in relevant local and provincial committees and task forces.
• Builds and maintains excellent relationships with other hospitals, networks, associations, and vendors.

Qualifications

• Baccalaureate degree in Health Administration, Business, Computer Science or Information Systems. Master’s degree or equivalent preferred.
• Proven track record of fostering positive working relationships with nursing and physician leadership.
• Proven experience in a senior managerial role is preferred.
• Minimum of 7 years of IT systems and infrastructure experience.
• Experience of managing in a multi-site or multi-hospital collaboration would be an asset.
• A strong working knowledge of local, provincial, and national digital health priorities and initiatives (e.g. Canada Health Infoway, eHealth ON, Ministry of Health and Long Term Care eHealth initiatives).
• Experience working with major health information systems is preferred. Experience of MEDITECH would be an asset.
• Excellent project management skills, including demonstrated leadership of major change initiatives.
• Ability to gather, analyze, and disseminate information effectively through verbal and written communication.
• Excellent decision-making skills with the ability to form and defend independent judgment with the ability to influence others and outcomes.
• Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously.
• Ability to work effectively and efficiently under pressure/stressful conditions.
• Evidence of a collaborative leadership style with effective team building skills.
• Demonstrated excellence in communication, both written and verbal
• Demonstrated problem assessment skills
• Demonstrated commitment to customer service and teamwork
• Demonstrated individual leadership skills
• Proven ability to attend work regularly as per the Attendance Support Policy #HA30 and Procedure #HA35
